The growing complexity of urban challenges and the limitations of purely technology-driven approaches in smart city development have highlighted the necessity of human-centered and participatory frameworks. Co-creation has emerged as a transformative model in public governance, enabling citizens and public institutions to collaboratively engage in the design, implementation, and evaluation of urban policies and services. This paper explores the theoretical foundations, design principles, challenges, and practical applications of co-creation in smart cities.
Drawing upon a conceptual analysis and systematic review of global literature, the study identifies five key dimensions of effective co-creation in smart cities: open governance, technological empowerment, institutional capacity, participatory culture, and data-driven equity. These are supported by the “6C” design principles: Context, Clarity, Commitment, Capacities, Co-learning, and Continuity. The research methodology is qualitative and builds on a PRISMA-based literature screening process, combined with thematic coding and comparative theoretical analysis.
Findings demonstrate that while co-creation offers significant benefits in terms of enhancing legitimacy, responsiveness, and social justice in urban governance, its implementation is often hindered by institutional resistance, digital inequalities, cultural barriers, and lack of sustained feedback mechanisms. This paper argues that smart cities can only fulfill their transformative potential when co-creation becomes embedded not only in their technological platforms but also in their social and institutional fabric. Ultimately, co-creation serves as both a means and a goal for achieving inclusive, adaptive, and future-oriented governance in smart cities.
